Small Group Leaders Required To Report 2022 Health Benefit Spending To CMS

Feb. 24, 2023

BlueCross BlueShield of South Carolina will be requesting information from group leaders for data required by the Centers for Medicare and Medicaid Services (CMS).

This requirement is associated with the Prescription Drug and Data Collection report (RxDC) in the Consolidated Appropriations Act (CAA). It states insurance companies must report annual data about prescription drugs and health care spending.

BlueCross will be asking group leaders to complete a form requesting the total of all employee contributions toward BlueCross medical premiums for 2022. This would include any employee who was on the medical policy during 2022, even if they are no longer employed.

The form that will be emailed to group leaders will contain additional detail and submission instructions. Here are a couple of things for group leaders to keep in mind: (select here to view form)

  • This is for BlueCross major medical coverage only.
    • This does not include life, dental or vision.
  • Employees paying COBRA premiums should be included.

BlueCross will send three emails prompting small group leaders to respond as well as reaching out by phone, to non-respondents prior to the final email.

The initial email will be sent within the week, to small group leaders of groups active in 2022. Individual Coverage Health Reimbursement Arrangement (ICHRA) and Chamber groups will not be included in the survey.

The survey will be sent as a fillable PDF. Small group leaders can email their responses to RXDCReporting@bcbssc.com or fax their responses to 803-264-0226.
